Cabinet Decision:
(PIB NEWS) The Union Cabinet today approved a proposal from the Ministry of Human Resource Development to amend the National Council for Teacher Education Act, 1993 to clarify its applicability to matters relating to norms for minimum qualification for appointment of school teachers and clarify its applicability to schools and school teachers. The National Council for Teacher Education Act, 1993 came into force on 1st July 1995 with an objective to achieve planned and coordinated development of teacher education system in the country and ensure proper maintenance of norms & standards in the above system. The Act mandates the NCTE to lay down guidelines on minimum qualifications for a school teacher with a view to ensure uniform quality of teaching in the schools. The NCTE has framed regulations to discharge this function which are binding on all States in the matter of appointment of teachers. Recently it came to the notice of this Department that Supreme Court in the case of Basic Education Board, U.P. Vs. Upender Rai & others, held that NCTE Act does not deal with educational institutions like primary schools, etc and thus in the matter of laying minimum qualification for appointment as teachers, the NCTE Regulations will not be applicable, and the State Legislation/Rule on the subject will prevail. In the above judgement a Central Law was interpreted by the Supreme Court, but neither the NCTE nor the Union of India was impleaded in the case. A review Petition filed by NCTE in the Supreme Court was also not admitted. Therefore, a decision has been taken to amend the NCTE Act in order to clarify that the Act applies to schools, teachers and the NCTE is empowered to lay down the minimum qualifications for a person to be eligible as a teacher in schools.The National Council for Teacher Education (Amendment) Bill 2009 will be moved in Parliament for consideration, ===============================================

1,256 Under-trials released from the custody under mission mode programme to ease congestion in jails
(PIB NEWS) As part of the National Mission for Delivery of Justice and Legal Reforms started at the instance of the Dr. M.Veerappa Moily, Minister for Law and Justice, 1,256 under-trials have been released from the custody till now, it was decided to launch under the National Mission a Mission Mode Programme to reduce the number of cases of under-trials and to ease congestion in jails. The programme was launched on 26th January,2010. Number of prisoners released from the custody from the following States as given below:

Two types of leadership trainings to be imparted under the Scheme for Leadership Development of Minority Women
(PIB NEWS) Women from the Minority communities will be imparted two types of leadership trainings under the recently launched ‘Scheme for Leadership Development of Minority Women’:
(1) Leadership training in the village/locality: Under this type of training upto 50 women in a village/locality, who are dedicated, motivated and committed to work for the betterment of the womenfolk from the Minority communities in particular and the society in general, would be imparted leadership training in one batch in the given village/locality. For this type of training the existing facilities of the village/locality will be used or a hall may be hired or it may be imparted by erecting a temporary tent. The duration of the training will be six days spread over not less than three occasions to be completed within a period of three months.
(2) Leadership training in residential government training institutes: The women selected for this training should be graduates, which condition may be relaxed to class X certificate in case graduates are not easily available. Such women should also be dedicated, motivated, physically fit and committed to work for the betterment of the womenfolk from the Minority communities in particular and the society in general. Under this a group of 50 women will be trained in a batch, out of which not more than 5 women should be from a single village/locality. Selected women would be imparted leadership training in training institutes run by the Central/State Government/Union Territory administration. The entire training fees, training material, boarding, food, refreshment and travel expenses would be covered by the scheme. The training will be done in two phases of three days each within a period of three months. The trainees would be also given allowance/stipend for the duration of the training,The organization entrusted with the responsibility of imparting the training will be responsible to select women as per the criteria set out for the scheme by the Ministry of Minority Affairs.
The objective of the ‘Scheme for Leadership Development of Minority Women’ is to empower and instill confidence in women by providing knowledge, tools and techniques for interacting with Government, banks and Government functionaries at all levels. It proposes to reach out to women from the Minority communities through Non-Governmental Organizations / institutions who will be provided with financial support for conducting leadership development training.

(PIB NEWS) The UnionHome Minister Shri P. Chidambaram presented the Report Card of the Ministry of Home Affairs for January 2010 here today. Following is the text of the Minister’s statement:
“Looking back, it is a matter of satisfaction that in the year 2009 Jammu & Kashmir and the North Eastern States witnessed the lowest level of incidents and casualties in many years. In Jammu & Kashmir, there were 499 incidents: 78 civilians and 64 members of the security forces were killed and 239 terrorists/militants were neutralized. In the North Eastern States, there were 1297 incidents: 264 civilians and 42 members of the security forces were killed and 571 militants/insurgents were neutralized.(PIB NEWS) The UnionHome Minister Shri P. However, the situation in the States affected by Left Wing Extremism continues to be a cause of grave concern. The number of deaths in 2009 amongst civilians (591), security forces (317) and militants (217) indicated a rising trend. The increase in the number of incidents and casualties is not surprising because, after a review of the policy, State Governments decided to deploy a larger number of security forces and engage the naxalites in the districts dominated by them with a view to re-establish the authority of the civilian government. I expect this trend to continue in 2010, but I am also confident that State Governments would be able to gradually reclaim control over areas that are now dominated by the naxalities.
The year 2010 began with the Government cautioning the States, especially Jammu and Kashmir, to remain at a high level of alert against terrorist and militant activities. This was mainly due to increase in the attempts to infiltrate across the international border and the LoC in Jammu and Kashmir. In January, 2010 alone, 10 attempts to infiltrate were neutralized by the security forces in J&K.
Important Events:

On January 5, 2010, I held a meeting with the eight recognized political parties in Andhra Pradesh and elicited their views on the demand for a separate State of Telangana and the rival demand for a unified State of Andhra Pradesh. At the end of the meeting, the eight political parties made a joint appeal for peace, harmony and maintenance of law and order.
On January 11, 2010, during the visit of the Prime Minister of Bangladesh, agreements were signed between India and Bangladesh on:
(i) Mutual Legal Assistance in Criminal Matters;
(ii) Transfer of Sentenced Persons; and
(iii) Combating International terrorism, Organised Crimes and Illicit Drug Trafficking.
I visited Kolkata on January 17, 2010 to deliver the valedictory address at the sesquicentenary of St. Xavier’s College. On that day, sadly, Shri Jyoti Basu passed away.
On January 18, 2010, the Prime Minister chaired a meeting of the National Disaster Management Authority.
Home Minister, Nepal made an official visit to India on January 18, 2010 and we discussed issues of mutual interest.
I visited Raipur on January 22, 2010. There was a joint meeting with the Chief Ministers of Chhattisgarh and Orissa and the Home Minister of Maharashtra. We reviewed the progress of the anti-naxalite drive in the three States, with special emphasis on inter-State operations. Following the meeting, more forces are being inducted in the affected areas.
An Agreement on Transfer of Sentenced Persons was signed with the Republic of Korea on January 25, 2010.
Chief Minister, Jharkhand accompanied by the two Deputy Chief Ministers called on me on January 28, 2010. He reaffirmed his support to the strategy worked out by the Chief Ministers of the seven naxal-affected States in January and August, 2009.
Internal Security:

Work is in progress in enhancing capacity and improving the efficiency of the security forces.Under the Modernisation of Police Forces Scheme, a sum of Rs. 89.14 crore was released to various States in January 2010, taking the total released so far to Rs. 955.53 crore (against a Budget provision of Rs.1250 crore).
Sanctions amounting to Rs.42.97 crore were issued for construction of buildings/barracks for CPMFs:-
CISF : Rs. 14.11 crore Assam Rifles : Rs. 13.55 crore
CRPF : Rs. 11.48 crore
SSB : Rs. 3.83 crore
BSFs proposal for “Intranet Prahari”, for the computerization of its systems, was sanctioned at a cost of Rs. 228 crore. The project would be implemented by NIIT.
CISF continues to add new clients in the private sector. Additional posts were sanctioned for providing security to two establishments/installations as under:
Infosys Technologies Ltd., Mysore : 48 posts
Korba Thermal Power Station : 5 posts
Forensic Science plays an important part in the investigation and trial of crimes. The state of forensic science as well as the state of the Central and State Forensic Science Laboratories leave much to be desired. We have, therefore, decided to declare 2010 as the “Year of Forensic Science”. A two-member team of consultants (Shri Gopalji Sharma and Dr. C. Damodaran) has been appointed to examine thoroughly the state of forensic science teaching, training and laboratories and to submit two reports, an interim report by April 30, 2010 and a final report by July 31, 2010. Based on the reports, it is my intention to upgrade and strengthen the forensic science institutions during the financial year 2010-11.
The terms and conditions of engaging on contract doctors for the CPMFs were modified in order to overcome the acute shortage of doctors. The period of contractual appointment has been increased from 1 to 3 years and the age limit has been extended from 60 to 65 years. The new terms were applied to Specialist Doctors and 92 have been appointed. The new terms will also be extended to General Duty Medical Officers.
The first batch of 209 Mahila Constables were inducted into the ITBP on January 29, 2010.
The ambitious housing project for CPMFs is on track. On January 27, 2010 the Transaction Adviser was selected after a bidding process. PwC (PricewaterhouseCoopers) has been appointed as the Transaction Adviser for the PPP project.
To improve the communications network for inaccessible BOPs/FDLs (Forward Defended Localities) of the BSF and ITBP, 258 Digital Subscriber Phone Terminals (DSPT) were sanctioned at a cost of Rs. 3.07 crore.
Border Management:

India-Bangladesh Border: 35 kms of fencing and 55 kms of road work were completed in January 2010 under phase II of the project. 70 kms of fencing were replaced in January 2010 under phase III of the project. Poles for floodlighting were erected on a length of 50 kms and cables were laid on a length of 30 kms during the month.
India-China Border: 2.41 kms of formation works and 1.53 kms of surfacing works were completed during January, 2010.
Border Area Development Programme (BADP): Annual Action Plans for 2010-11 have been received from all the 17 border States.
A sum of Rs. 28.14 crore was released to Gujarat, Himachal Pradesh, J&K, Tripura and Uttarakhand under BADP during January, 2010.
Coastal Security: Twelve more boats were supplied by Goa Shipyard Ltd (8 boats) and Garden Reach Shipbuilders and Engineers Ltd (4 boats) during January, 2010. Thus, during the current year a total of 78 boats have been supplied by the two shipyards against a target of 126 boats to be supplied by March, 2010.
Immigration: Computer systems, including hardware and software, have been installed at 17 Immigration Check Posts (ICPs) under phase II of the modernization programme. Phase II covers 42 ICPs.
The Immigration and Registration function at Bengaluru airport was taken over from the Government of Karnataka by the Bureau of Immigration, Government of India. A new office of FRRO has been created in Bengaluru.

The IPS (Pay) Rules were amended to make Mid Career Training mandatory for promotion of IPS officers holding the ranks of SP, DIG and IG. The duration of the course will be 8 weeks, 8 weeks and 4 weeks, respectively, for the three ranks. The first batch under the new Scheme will undergo training in 2010.

After a gap of more than three years, the meeting of the Governing Council of National Foundation for Communal Harmony (NFCH) was held on January 6, 2010 under the chairmanship of the Home Minister.
118,500 files of freedom fighters’ pension cases have been digitized, including 12,500 files that were completed in January, 2009. Another data base of living freedom fighters’ pension records now has 35,000 records, of which 8,000 were added in the month of January, 2010.
Tourist Visa On Arrival facility was provided on a trial basis for one year to the citizens of five nations, namely Finland, Japan, Luxembourg, New Zealand and Singapore.
The 15th National Level Meeting of Home Secretaries between India and Myanmar was held from January 19-21, 2010 at Nay Pyi Taw, Myanmar. Both countries agreed to strengthen the intelligence sharing mechanism between security forces on a real time basis on the activities of insurgent groups, drug traffickers, arms smugglers and wildlife and wildlife product smugglers.
An amount of Rs.48 crore was sanctioned on January 19, 2010 for infusion of additional equity into REPCO Bank.”

Sundareshan took over as new Secretary, Ministry of Petroleum & Natural Gas here today. A 1976 batch IAS officer of Kerela Cadre, Shri Sundareshan succeeded Shri R.S. Pandey, who demitted office on superannuation.
A man of diverse experience, Shri Sundareshan has worked at senior level for close to three years in the Ministry as Additional Secretary and Special Secretary since April-2007. He has also been Chairman, Forward Markets Commission, putting in place necessary regulation and structures for the growth of commodities future market. An MBA from University of Leeds, UK, Shri Sundareshan held several important positions in the Government of India including Joint Secretary in the Department of Economic Affairs (Ministry of Finance), Minister (Economic and Commercial), Embassy of India, Tokyo, Joint Chief Controller of Imports & Exports (Ministry of Commerce) etc.
He also handled important assignments in his cadre State Kerala. These include Principal Secretary (Revenue), Secretary (Department of Expenditure), Managing Director (MD), Kerala State Milk Marketing Federation, MD, Kerala Fisheries Corporation besides working as CEO of different State public sectors undertaking for six years.
Shri Sundareshan was born on 28th October 1952. He did his Masters from University of Mumbai before joining the 1976 batch of Indian Administrative Service.

Matchmaker Naidu found Jr NTR’s bride
Hyderabad, Jan. 29: The Telugu Desam chief, Mr N. Chandrababu Naidu, is believed to be the man behind the marriage alliance between Junior NTR and Ms Lakshmi Praneeta, as part of his plan to keep NTR under his control and to groom him as a key leader in the party in the days ahead.Political circles are agog with news of the marriage and Mr Naidu’s role as match-maker.According to reliable party sources, Junior NTR was persuaded by his mother, Ms Shalini, and close friends that this was the proper age for marriage. There was no dearth of prospective brides. At least half-a-dozen industrialists, including owners of two Telugu news channels, proposed their daughters. This did not go down well with Mr Naidu who believed it would be better for both Junior NTR and the Telugu Desam if the bride was from within the circle of relatives. When Mr Naidu told this to Junior NTR, the latter reportedly said, "Uncle, I accept whatever you decide."Mr Naidu then approached a close relative of his, Mr Narne Srinivasarao, husband of his niece, who was agreeable.A few days ago, Mr Naidu flew to Singapore — where his daughter-in-law, Ms Bhrahmani, is working — with his wife, Ms Bhuvaneswari, son, Mr Lokesh, and Junior NTR’s parents, Mr Hari Krishna and Ms Shalini. Mr Narne Srinivasarao and Ms Mallika, the parents of Ms Lakshmi Praneeta, accompanied them. Sources said Mr Naidu went there for detailed talks with all his relatives about the alliance, and it was finally settled.According to Telugu Desam sources, Junior NTR is anxious to please his uncle with whom he now enjoys a close relationship. Intermediate exams to start from.10th march,
Hyderabad, Jan. 29: The state government on Friday postponed the Intermediate public exams by a week, bowing to pressure from some ministers of Telangana region and leaders of the Telangana Joint Action Committee.
The exams will now begin on March 10 as against March 3 announced earlier.
The SSC exams will, however, stick to schedule and start on March 23. Even the Intermediate practical exams will be held as per the original schedule from February 3.
The minister for secondary education, Mr D. Manikya Vara Prasada Rao, who had earlier ruled out postponement, was forced to backtrack after three ministers of T-region, Mr D. Sridhar Babu, Mr Komatireddy Venkat Reddy and Mr Jupalli Krishna Rao, met the Chief Minister, Mr Rosaiah, on Tuesday and told him that students of T-region had missed out on a month’s classes due to the T-stir.Mr Rosaiah discussed the issue at the review meeting on higher education on Friday but left the final decision to Mr Prasada Rao. “Though I am personally against postponement, it was done upon the persistent demands from public representatives and various students and lecturers’ associations,” Mr Rao said.

(PIB NEWS) The Report of the Task Force on Micro, Small and Medium Enterprises was presented to the Hon’ble Prime Minister today by its Chairman, Shri T.K.A.Nair. Present on the occasion were the Minister for Micro, Small and Medium Enterprises, Shri Dinsha Patel, Secretary (MSME), Shri Dinesh Rai, Member Planning Commission, Shri Arun Maira as well as members of the Task Force. The Prime Minister had announced setting up of the Task Force in August, 2009 when representatives of prominent MSME associations had met him to highlight their issues and concerns. Accordingly, the Task Force under Shri T.K.A. Nair, Principal Secretary to Prime Minister was constituted on 2nd September, 2009 to reflect on the issues raised by the associations and formulate an agenda for action after discussions with all stakeholders. Its members included Member, Planning Commission, Secretaries of concerned Government Departments, Deputy Governor, RBI, Chairman and Managing Director, SIDBI and representatives of MSME associations.
The report provides a roadmap for the development and promotion of the Micro, Small and Medium Enterprises (MSMEs). It recommends an agenda for immediate action to provide relief and incentives to the MSMEs, especially in the aftermath of the recent economic slowdown, accompanied by institutional changes and detailing of programmes, to be achieved in a time bound manner. In addition, it suggests setting up of appropriate legal and regulatory structures to create a conducive environment for entrepreneurship and growth of micro, small and medium enterprises in the country.
The Prime Minister remarked on the occasion that India needs thriving, vibrant and strong enterprises in the micro, small and medium segment for all round economic development. He commended the Task Force for the detailed and painstaking analysis done and the pragmatic recommendations put forth in their report. The Prime Minister said that implementation of the recommendations should be taken up earnestly and in a time bound manner to give a sustained impetus to this sector. He requested the Minister for Micro, Small and Medium Enterprises to take the lead and spearhead policy reform for this sector.
