20 killed, & 75 injured in IRAQ BLAST'S

(way2online NEWS) At least 20 people were killed and 75 injured Friday in two blasts targeting Shias in the southern Iraqi city of Karbala, al-Arabiya news channel reported.

Pilgrims are visiting the shrine of Imam Hussein, the Prophet Mohammed’s grandson, to celebrate the 40th day after Ashura, the holy day that marks Hussein’s death in the Battle of Karbala in the year 680.
More than 30,000 military and police officers have been deployed on the roads leading to Karbala to try to beef up security.Security authorities cooperated with US army air support to protect visitors in the holy Shia city, which lies some 110 km southwest of Baghdad.Official statistics indicated that more than eight million visitors have arrived in the city to attend the annual ritual.

Wipro seeks 50 acres near Bangalore Airport for IT Park

Global software major Wipro has applied for 50 acres of land near the Bangalore international airport for setting up an IT park, an official said Friday.“Wipro has applied for 50 acres of land in the new industrial belt coming up near the new airport. The state high-level committee will consider it soon,” state principal industry secretary V.P. Baligar told reporters here.
When allotted,the proposed park will be the third location of the IT bellwether in India’s tech hub. The company’s main software development centre is located in the Electronics City on Hosur road, about 35 km from Bangalore and another on Sarjapur road in the southern suburb, which is its corporate headquarters.In a related development, a technical team of Hero Honda Motors Ltd has inspected three sites in Hubli-Dharwad industrial belt in north Karnataka to set up a two-wheeler plant at an estimated cost of Rs.20 billion (Rs.2,000 crore).We have shown two sites near Hubli and another near Dharwad adjacent to Tata Motors bus plant. The company is looking for about 100 acres to set up the two-wheeler plant and another 200 acres for ancillary units and a township,” Baligar said on the margins of a conclave on small and medium enterprises (SMEs), organised by the Confederation of Indian Industry (CII).Hubli-Dharwad is about 420 km from Bangalore.

Laxman continues to be doubtful for Nagpur Test,

Plagued by injuries, India would be hoping for the return of experienced V.V.S. Laxman to strengthen its middle order batting, but his fitness ahead of the first cricket Test against South Africa continues to be in doubt.

India are already without Rahul Dravid and Yuvraj Singh, who got injured during the recently concluded Bangladesh tour. Railway land to house hospitals, healthcare facilities,Mamta banerjee

(way2online NEWS) In a major move to provide quality healthcare to millions of people, the railway ministry Friday said it will give over 1275 acres of unused land for the health ministry to build 490 health facilities, including medical colleges, around the country.“This is a historic decision by both health and railway ministries to provide healthcare to masses,” Health Minister Ghulam Nabi Azad said here.“This initiative will benefit railway passengers, railway employees and the common people living in and around railway lines. Nation’s health is nation’s wealth,” said Railway Minister Mamata Banerjee.Both ministries have identified plots to open 361 diagnostic centres, 88 second-level medical units with over 100-bed hospitals and 41 multi-specialty medical facilities around railway tracks.While the diagnostic centres will come up in 200 square metre lands, the second level medical units will be set up on five acres land each. Similarly, the tertiary care hospitals will come up on 20 acre lands each.

“Encroachment on government lands is happening all over India and by sparing these unused lands, the railway ministry is helping masses in getting quality healthcare.“Currently many people fall sick while traveling on trains and these facilities will provide them instant treatment at the railway stations,” Azad explained.He said the health ministry will start working on the diagnostic centres first at major railway stations and junctions across the country.
“We are expecting to spend up to Rs.10 million for setting up diagnostic centres,” Health Secretary K. Sujatha Rao told IANS after signing the agreement with Railway Board Chairman S.S. Khurana.Banerjee said the decision was taken after a month-long discussion with the health authorities, and urged both the ministries to speed up and provide quality healthcare to people living in grass rootsThese healthcare facilities could also be used as trauma centres for emergencies, accidents and natural disasters.

Both the ministries said that they are setting up a high power working group to work out a time bound programme to take up the projects as a matter of priority.“We will also take the state governments into confidence while building these facilities. The aim is to provide better facilities to all Indians,” Azad said.

Less known by his real name, Raghuraj Pratap Singh, independent MLA Raja Bhaiya hosted a party at his residence here Thursday night, with most prominent Samajwadi Party leaders, led by former Uttar Pradesh chief minister Mulayam Singh, on the guest list.Even as the party was ostensibly thrown “to celebrate the victory of Raja Bhaiya’s cousin at the recent state legislative council elections”, it was widely seen to be part of Mulayam Singh’s dinner diplomacy to disprove Amar Singh’s claim that the Thakur community would rally behind him.
All such SP MLAs who were considered close to Amar Singh – largely due to caste reasons – were conspicuously present at the big bash. These included former Uttar Pradesh minister Arvind Singh Gope, Yashwant Singh, Rajiv Singh, Om Prakash Singh and Mayankeshwar Saran Singh.Raja Bhaiya had also discreetly invited a select section of the media to ensure that news reached where it was intended.
Mulayam Singh told reporters: “I am here only in response to an invitation by Raja Bhaiya; and this is just a dinner, no politics.”He claimed, “It is sheer coincidence that a number of my party MPs and legislators are also present.”While initially showing reluctance to make any comment, he said: “Amar Singh chose to leave the party essentially because of his health problems. I am myself really concerned about his health, and it is my sincere advice to him to concentrate on his health.”Referring to Amar Singh’s expulsion from the party Feb 2, Mulayam Singh said: “The decision was not just mine, it was taken at a fully-attended meeting of the party parliamentary board. In fact, you people only published his statements. 'Mulayam took long to recognise Amar’s true face’

(way2online NEWS) Samajwadi Party(SP)Chief Mulayam Singh Yadav was delayed in recognising the true face of Amar Singh, but the latter’s expulsion would only strengthen the party, SP general secretary Mohan Singh said Friday.

“Mulayamji took a long time to recognize the real face of Amar Singh… but still it’s not too late for us,” Singh told reporters in Deoria, some 300 km from Lucknow.
“We are sure that his (Amar Singh’s) departure would help the party’s revival and will strengthen it,” he added, referring to Amar Singh’s expulsion from the party Feb 2.
Singh even went to the extent of saying that Amar Singh’s kidney problems were not because of burden of work, but his “lavish and luxurious lifestyle”.
Amar Singh had last year undergone a kidney transplant in Singapore.

“No one could claim that kidney fails due to work load. It all happens due to extra-luxurious lifestyle. And the same was the case of Amar Singh,”said Singh,Clarifying his party’s stand on the English language, Singh said: “We have been misquoted and misunderstood…We are not against English, instead we have only voiced objections against the English mentality.”
Singh,however, did not elaborate on what he meant by the “English mentality”.

Blast kills 11 in Pakistan

(way2online NEWS) A bomb struck a bus carrying Shia Muslims in Pakistan’s port city of Karachi Friday, killing at least 11 people,hospital officials said,Up to 50 people were also wounded in the attack on the bus taking dozens of Shia Muslims to a religious gathering.
“Eleven bodies and nearly 50 injured people have been brought to us,” said Seemi Jamali of the state-run Jinnah Postgraduate Medical Centre.
Karachi’s police chief Waseem Ahmad said explosives appeared to have been rigged to a motorcycle.Television footage showed the mangled remains of the motorcycle and the bus with all its windowpanes shattered. Nearby buildings were also damaged in the explosion.A roadside bomb blast in Karachi Dec 28 killed at least 40 Shias, who were commemorating the seventh century death of the Prophet Mohammed’s grandson,Imam Hussain.(AS)

Amendment to the National Council for Teacher Education Act, 1993

Cabinet Decision:
(PIB NEWS) The Union Cabinet today approved a proposal from the Ministry of Human Resource Development to amend the National Council for Teacher Education Act, 1993 to clarify its applicability to matters relating to norms for minimum qualification for appointment of school teachers and clarify its applicability to schools and school teachers. The National Council for Teacher Education Act, 1993 came into force on 1st July 1995 with an objective to achieve planned and coordinated development of teacher education system in the country and ensure proper maintenance of norms & standards in the above system. The Act mandates the NCTE to lay down guidelines on minimum qualifications for a school teacher with a view to ensure uniform quality of teaching in the schools. The NCTE has framed regulations to discharge this function which are binding on all States in the matter of appointment of teachers. Recently it came to the notice of this Department that Supreme Court in the case of Basic Education Board, U.P. Vs. Upender Rai & others, held that NCTE Act does not deal with educational institutions like primary schools, etc and thus in the matter of laying minimum qualification for appointment as teachers, the NCTE Regulations will not be applicable, and the State Legislation/Rule on the subject will prevail. In the above judgement a Central Law was interpreted by the Supreme Court, but neither the NCTE nor the Union of India was impleaded in the case. A review Petition filed by NCTE in the Supreme Court was also not admitted. Therefore, a decision has been taken to amend the NCTE Act in order to clarify that the Act applies to schools, teachers and the NCTE is empowered to lay down the minimum qualifications for a person to be eligible as a teacher in schools.The National Council for Teacher Education (Amendment) Bill 2009 will be moved in Parliament for  consideration, ===============================================

1,256 Under-trials released from the custody under mission mode programme to ease congestion in jails

(PIB NEWS) As part of the National Mission for Delivery of Justice and Legal Reforms started at the instance of the Dr. M.Veerappa Moily, Minister for Law and Justice, 1,256 under-trials have been released from the custody till now, it was decided to launch under the National Mission a Mission Mode Programme to reduce the number of cases of under-trials and to ease congestion in jails. The programme was launched on 26th January,2010. Number of prisoners released from the custody from the following States as given below:

Two types of leadership trainings to be imparted under the Scheme for Leadership Development of Minority Women

(PIB NEWS) Women from the Minority communities will be imparted two types of leadership trainings under the recently launched ‘Scheme for Leadership Development of Minority Women’:

(1) Leadership training in the village/locality: Under this type of training upto 50 women in a village/locality, who are dedicated, motivated and committed to work for the betterment of the womenfolk from the Minority communities in particular and the society in general, would be imparted leadership training in one batch in the given village/locality. For this type of training the existing facilities of the village/locality will be used or a hall may be hired or it may be imparted by erecting a temporary tent. The duration of the training will be six days spread over not less than three occasions to be completed within a period of three months.
(2) Leadership training in residential government training institutes: The women selected for this training should be graduates, which condition may be relaxed to class X certificate in case graduates are not easily available. Such women should also be dedicated, motivated, physically fit and committed to work for the betterment of the womenfolk from the Minority communities in particular and the society in general. Under this a group of 50 women will be trained in a batch, out of which not more than 5 women should be from a single village/locality. Selected women would be imparted leadership training in training institutes run by the Central/State Government/Union Territory administration. The entire training fees, training material, boarding, food, refreshment and travel expenses would be covered by the scheme. The training will be done in two phases of three days each within a period of three months. The trainees would be also given allowance/stipend for the duration of the training,The organization entrusted with the responsibility of imparting the training will be responsible to select women as per the criteria set out for the scheme by the Ministry of Minority Affairs.
The objective of the ‘Scheme for Leadership Development of Minority Women’ is to empower and instill confidence in women by providing knowledge, tools and techniques for interacting with Government, banks and Government functionaries at all levels. It proposes to reach out to women from the Minority communities through Non-Governmental Organizations / institutions who will be provided with financial support for conducting leadership development training.

(PIB NEWS) The UnionHome Minister Shri P. Chidambaram presented the Report Card of the Ministry of Home Affairs for January 2010 here today. Following is the text of the Minister’s statement:
“Looking back, it is a matter of satisfaction that in the year 2009 Jammu & Kashmir and the North Eastern States witnessed the lowest level of incidents and casualties in many years. In Jammu & Kashmir, there were 499 incidents: 78 civilians and 64 members of the security forces were killed and 239 terrorists/militants were neutralized. In the North Eastern States, there were 1297 incidents: 264 civilians and 42 members of the security forces were killed and 571 militants/insurgents were neutralized.
However, the situation in the States affected by Left Wing Extremism continues to be a cause of grave concern. The number of deaths in 2009 amongst civilians (591), security forces (317) and militants (217) indicated a rising trend. The increase in the number of incidents and casualties is not surprising because, after a review of the policy, State Governments decided to deploy a larger number of security forces and engage the naxalites in the districts dominated by them with a view to re-establish the authority of the civilian government. I expect this trend to continue in 2010, but I am also confident that State Governments would be able to gradually reclaim control over areas that are now dominated by the naxalities.
The year 2010 began with the Government cautioning the States, especially Jammu and Kashmir, to remain at a high level of alert against terrorist and militant activities. This was mainly due to increase in the attempts to infiltrate across the international border and the LoC in Jammu and Kashmir. In January, 2010 alone, 10 attempts to infiltrate were neutralized by the security forces in J&K.

On January 5, 2010, I held a meeting with the eight recognized political parties in Andhra Pradesh and elicited their views on the demand for a separate State of Telangana and the rival demand for a unified State of Andhra Pradesh. At the end of the meeting, the eight political parties made a joint appeal for peace, harmony and maintenance of law and order.
On January 11, 2010, during the visit of the Prime Minister of Bangladesh, agreements were signed between India and Bangladesh on:
(i) Mutual Legal Assistance in Criminal Matters;
(ii) Transfer of Sentenced Persons; and
(iii) Combating International terrorism, Organised Crimes and Illicit Drug Trafficking.
I visited Kolkata on January 17, 2010 to deliver the valedictory address at the sesquicentenary of St. Xavier’s College. On that day, sadly, Shri Jyoti Basu passed away.
On January 18, 2010, the Prime Minister chaired a meeting of the National Disaster Management Authority.
Home Minister, Nepal made an official visit to India on January 18, 2010 and we discussed issues of mutual interest.
I visited Raipur on January 22, 2010. There was a joint meeting with the Chief Ministers of Chhattisgarh and Orissa and the Home Minister of Maharashtra. We reviewed the progress of the anti-naxalite drive in the three States, with special emphasis on inter-State operations. Following the meeting, more forces are being inducted in the affected areas.
An Agreement on Transfer of Sentenced Persons was signed with the Republic of Korea on January 25, 2010.
Chief Minister, Jharkhand accompanied by the two Deputy Chief Ministers called on me on January 28, 2010. He reaffirmed his support to the strategy worked out by the Chief Ministers of the seven naxal-affected States in January and August, 2009.
Internal Security:

Work is in progress in enhancing capacity and improving the efficiency of the security forces.Under the Modernisation of Police Forces Scheme, a sum of Rs. 89.14 crore was released to various States in January 2010, taking the total released so far to Rs. 955.53 crore (against a Budget provision of Rs.1250 crore).

CISF continues to add new clients in the private sector. Additional posts were sanctioned for providing security to two establishments/installations as under:


Infosys Technologies Ltd., Mysore : 48 posts
Korba Thermal Power Station : 5 posts


Forensic Science plays an important part in the investigation and trial of crimes. The state of forensic science as well as the state of the Central and State Forensic Science Laboratories leave much to be desired. We have, therefore, decided to declare 2010 as the “Year of Forensic Science”. A two-member team of consultants (Shri Gopalji Sharma and Dr. C. Damodaran) has been appointed to examine thoroughly the state of forensic science teaching, training and laboratories and to submit two reports, an interim report by April 30, 2010 and a final report by July 31, 2010. Based on the reports, it is my intention to upgrade and strengthen the forensic science institutions during the financial year 2010-11.
The terms and conditions of engaging on contract doctors for the CPMFs were modified in order to overcome the acute shortage of doctors. The period of contractual appointment has been increased from 1 to 3 years and the age limit has been extended from 60 to 65 years. The new terms were applied to Specialist Doctors and 92 have been appointed. The new terms will also be extended to General Duty Medical Officers.
The first batch of 209 Mahila Constables were inducted into the ITBP on January 29, 2010.
The ambitious housing project for CPMFs is on track. On January 27, 2010 the Transaction Adviser was selected after a bidding process. PwC (PricewaterhouseCoopers) has been appointed as the Transaction Adviser for the PPP project.
To improve the communications network for inaccessible BOPs/FDLs (Forward Defended Localities) of the BSF and ITBP, 258 Digital Subscriber Phone Terminals (DSPT) were sanctioned at a cost of Rs. 3.07 crore.


Border Management:

India-Bangladesh Border: 35 kms of fencing and 55 kms of road work were completed in January 2010 under phase II of the project. 70 kms of fencing were replaced in January 2010 under phase III of the project. Poles for floodlighting were erected on a length of 50 kms and cables were laid on a length of 30 kms during the month.
India-China Border: 2.41 kms of formation works and 1.53 kms of surfacing works were completed during January, 2010.
Border Area Development Programme (BADP): Annual Action Plans for 2010-11 have been received from all the 17 border States.
A sum of Rs. 28.14 crore was released to Gujarat, Himachal Pradesh, J&K, Tripura and Uttarakhand under BADP during January, 2010.
Coastal Security: Twelve more boats were supplied by Goa Shipyard Ltd (8 boats) and Garden Reach Shipbuilders and Engineers Ltd (4 boats) during January, 2010. Thus, during the current year a total of 78 boats have been supplied by the two shipyards against a target of 126 boats to be supplied by March, 2010.
Immigration: Computer systems, including hardware and software, have been installed at 17 Immigration Check Posts (ICPs) under phase II of the modernization programme. Phase II covers 42 ICPs.
The Immigration and Registration function at Bengaluru airport was taken over from the Government of Karnataka by the Bureau of Immigration, Government of India. A new office of FRRO has been created in Bengaluru.

The IPS (Pay) Rules were amended to make Mid Career Training mandatory for promotion of IPS officers holding the ranks of SP, DIG and IG. The duration of the course will be 8 weeks, 8 weeks and 4 weeks, respectively, for the three ranks. The first batch under the new Scheme will undergo training in 2010.

After a gap of more than three years, the meeting of the Governing Council of National Foundation for Communal Harmony (NFCH) was held on January 6, 2010 under the chairmanship of the Home Minister.
118,500 files of freedom fighters’ pension cases have been digitized, including 12,500 files that were completed in January, 2009. Another data base of living freedom fighters’ pension records now has 35,000 records, of which 8,000 were added in the month of January, 2010.
Tourist Visa On Arrival facility was provided on a trial basis for one year to the citizens of five nations, namely Finland, Japan, Luxembourg, New Zealand and Singapore.
The 15th National Level Meeting of Home Secretaries between India and Myanmar was held from January 19-21, 2010 at Nay Pyi Taw, Myanmar. Both countries agreed to strengthen the intelligence sharing mechanism between security forces on a real time basis on the activities of insurgent groups, drug traffickers, arms smugglers and wildlife and wildlife product smugglers.
An amount of Rs.48 crore was sanctioned on January 19, 2010 for infusion of additional equity into REPCO Bank.”

PM to Inaugurate Conference of Chief Secretaries,

(PIB News) Prime Minister Dr. Manmohan Singh will inaugurate the Conference of Chief Secretaries of states here tomorrow. The two day conference is being organized by the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions. It will be first such Conference and will be held annually. The conference is aimed at institutionalizing the process of interaction with States / UTs. It will serve as a standing forum for exchange of views between the Centre and the States and provide an occasion for interaction on internal matters. The issues relating to the latest trend in technology, emerging global challenges & opportunities and key security concerns & the role of state governments would be discussed. Global developments that have a bearing on the country would also be deliberated upon. The conference will be attended by the Minister of State for Prime Minister’s Office and Ministry of Personnel, Public Grievances and Pensions Sh. Prithviraj Chavan, Cabinet Secretary Sh. K.M. Pandey, who demitted office on superannuation.

A man of diverse experience, Shri Sundareshan has worked at senior level for close to three years in the Ministry as Additional Secretary and Special Secretary since April-2007. He has also been Chairman, Forward Markets Commission, putting in place necessary regulation and structures for the growth of commodities future market. An MBA from University of Leeds, UK, Shri Sundareshan held several important positions in the Government of India including Joint Secretary in the Department of Economic Affairs (Ministry of Finance), Minister (Economic and Commercial), Embassy of India, Tokyo, Joint Chief Controller of Imports & Exports (Ministry of Commerce) etc.
He also handled important assignments in his cadre State Kerala. These include Principal Secretary (Revenue), Secretary (Department of Expenditure), Managing Director (MD), Kerala State Milk Marketing Federation, MD, Kerala Fisheries Corporation besides working as CEO of different State public sectors undertaking for six years.
Shri Sundareshan was born on 28th October 1952. He did his Masters from University of Mumbai before joining the 1976 batch of Indian Administrative Service.

Matchmaker Naidu found Jr NTR’s bride

Hyderabad, Jan. 29: The Telugu Desam chief, Mr N. Chandrababu Naidu, is believed to be the man behind the marriage alliance between Junior NTR and Ms Lakshmi Praneeta, as part of his plan to keep NTR under his control and to groom him as a key leader in the party in the days ahead.Political circles are agog with news of the marriage and Mr Naidu’s role as match-maker.According to reliable party sources, Junior NTR was persuaded by his mother, Ms Shalini, and close friends that this was the proper age for marriage. There was no dearth of prospective brides. At least half-a-dozen industrialists, including owners of two Telugu news channels, proposed their daughters. This did not go down well with Mr Naidu who believed it would be better for both Junior NTR and the Telugu Desam if the bride was from within the circle of relatives. When Mr Naidu told this to Junior NTR, the latter reportedly said, "Uncle, I accept whatever you decide."Mr Naidu then approached a close relative of his, Mr Narne Srinivasarao, husband of his niece, who was agreeable.A few days ago, Mr Naidu flew to Singapore — where his daughter-in-law, Ms Bhrahmani, is working — with his wife, Ms Bhuvaneswari, son, Mr Lokesh, and Junior NTR’s parents, Mr Hari Krishna and Ms Shalini. Mr Narne Srinivasarao and Ms Mallika, the parents of Ms Lakshmi Praneeta, accompanied them. Sources said Mr Naidu went there for detailed talks with all his relatives about the alliance, and it was finally settled.According to Telugu Desam sources, Junior NTR is anxious to please his uncle with whom he now enjoys a close relationship. Intermediate exams to start from.10th march,

Hyderabad, Jan. 29: The state government on Friday postponed the Intermediate public exams by a week, bowing to pressure from some ministers of Telangana region and leaders of the Telangana Joint Action Committee.

The exams will now begin on March 10 as against March 3 announced earlier.
The SSC exams will, however, stick to schedule and start on March 23. Even the Intermediate practical exams will be held as per the original schedule from February 3.
The minister for secondary education, Mr D. Manikya Vara Prasada Rao, who had earlier ruled out postponement, was forced to backtrack after three ministers of T-region, Mr D. Sridhar Babu, Mr Komatireddy Venkat Reddy and Mr Jupalli Krishna Rao, met the Chief Minister, Mr Rosaiah, on Tuesday and told him that students of T-region had missed out on a month’s classes due to the T-stir.Mr Rosaiah discussed the issue at the review meeting on higher education on Friday but left the final decision to Mr Prasada Rao. “Though I am personally against postponement, it was done upon the persistent demands from public representatives and various students and lecturers’ associations,” Mr Rao said.

(PIB NEWS) The Report of the Task Force on Micro, Small and Medium Enterprises was presented to the Hon’ble Prime Minister today by its Chairman, Shri T.K.A.Nair. Present on the occasion were the Minister for Micro, Small and Medium Enterprises, Shri Dinsha Patel, Secretary (MSME), Shri Dinesh Rai, Member Planning Commission, Shri Arun Maira as well as members of the Task Force.
The Prime Minister had announced setting up of the Task Force in August, 2009 when representatives of prominent MSME associations had met him to highlight their issues and concerns. Accordingly, the Task Force under Shri T.K.A. Nair, Principal Secretary to Prime Minister was constituted on 2nd September, 2009 to reflect on the issues raised by the associations and formulate an agenda for action after discussions with all stakeholders. Its members included Member, Planning Commission, Secretaries of concerned Government Departments, Deputy Governor, RBI, Chairman and Managing Director, SIDBI and representatives of MSME associations.
The report provides a roadmap for the development and promotion of the Micro, Small and Medium Enterprises (MSMEs). It recommends an agenda for immediate action to provide relief and incentives to the MSMEs, especially in the aftermath of the recent economic slowdown, accompanied by institutional changes and detailing of programmes, to be achieved in a time bound manner. In addition, it suggests setting up of appropriate legal and regulatory structures to create a conducive environment for entrepreneurship and growth of micro, small and medium enterprises in the country.
The Prime Minister remarked on the occasion that India needs thriving, vibrant and strong enterprises in the micro, small and medium segment for all round economic development. He commended the Task Force for the detailed and painstaking analysis done and the pragmatic recommendations put forth in their report. The Prime Minister said that implementation of the recommendations should be taken up earnestly and in a time bound manner to give a sustained impetus to this sector. He requested the Minister for Micro, Small and Medium Enterprises to take the lead and spearhead policy reform for this sector.

--------------------------------------------------------------------------------------------(PIB NEWS)Union Power Minister, Shri Sushilkumar Shinde today urged the Power Sector Utilities to keep up the good work and continue their contribution in the task of building a strong infrastructure needed to achieve energy security. Speaking after giving away the National Awards for Meritorious Performance in Power Sector at Vigyan Bhavan in New Delhi today he called upon all concerned to establish new benchmarks for achieving the target of “electricity to all” as expeditiously as possible. He said that the awards have helped in significant improvement in operating performance, however their impact in expeditious completion of ongoing projects needs to be more pronounced in the years to come.Expressing satisfaction over the fact that Plant Load Factor (PLF) of a number of thermal power stations is reported to be over 90%, the Minister praised the National Thermal Power Corporation Ltd for bagging all the six awards in thermal performance category for Simahdri, Korba, Ramagundam, Vindhyachal, Rihand and Dadri Thermal Power Stations. He also urged new generating stations to leave no stone unturned for emulating the performance of these stations in the years to come.The Minister also expressed satisfaction that all the 17 transmission systems which participated in the Award Scheme, have reported availability above 99.14% and the Western Region Transmission System – I of PowerGrid Corporation of India Limited has received Gold Shield with availability of 99.91%. He said that PowerGrid also needs special commendation for completing a transmission line of about 400 circuit kilometer and a sub-station in Afghanistan under difficult working conditions, hilly terrain and snow bound area as well as difficult law and order conditions and completing the same ahead of contractual schedule.
Shri Shinde said that awards to Rural Distribution Franchisees, started by the Ministry from the year 2007-08, have catalyzed the franchisees and better results would be witnessed from more franchisees in the years to come.In his Address, Minister of State for Power, Shri Bharatsinh Solanki highlighted the performance of Rural Distribution Franchisees which is being measured in terms of revenue collection, metered services, type of franchise, etc. He observed that India is the first country where women have come in the business of rural franchisees where they are not only engaged in revenue collection but also in maintaining of the networking equipment. Congratulating the Mahila Mandal Samakhya, Seethampeta, a franchisee of Eastern Andhra Pradesh Discom who won the award this time, he wished all such organisations for continued success in the years to come.
Earlier, Shri Anil Kumar, Special Secretary, Ministry of Power addressed the gathering. He called for inclusive growth where electricity would reach out to every nook and corner of the country. Pointing out that India has only 700 units per capita while the world average is about 2700 units, he reminded the players in the power sector of the great expectations in terms of demand which called for capacity addition up to 8,00,000 MW by 2027.
Shri Rakesh Nath, Chairperson,CEA who was also present on the occasion, welcomed the gathering . Shri. Sudhir Kumar, Joint Sectretary in the Ministry of Power, proposed the vote of thanks.
The Comprehensive Awards Scheme was introduced by the Ministry of Power w.e.f the year 2004-05. The objective of this scheme is to develop a spirit of competitiveness among the various power stations / projects / companies in thermal, hydro and nuclear generation, transmission, distribution and rural distribution franchisees for achieving improved performance and early completion of thermal, hydro projects and transmission projects, distribution companies in the power sector. It also aims at encouraging personnel engaged in the power utilities to improve their efficiency & productivity and show better results.

---------------------------------------------------------------------------------------------(PIB News) The Union Information and Broadcasting Minister Smt Ambika Soni inaugurated the 16th International BES EXPO 2010 in New Delhi today. Acknowledging that technology is clearly a growth driver for many an innovations in Broadcast sector, the Minister urged the Broadcasters to ensure that fruits of new technology actually reach the consumer. Smt Soni said that it is the endeavour of her Ministry to ensure that policy framework and business models are in sync to cater to the consumer interest. “We are guided by the thought that technology neutral approach to policies is the appropriate way. Convergence in technology has to fast become a reality” the Minister said. Broadcast engineers must play a crucial role in guiding the best possible options in the carriage of the content to the public, she added.
The Minister emphasized that the Government is committed to technological improvement/digitalization of the DD network to improve the viewing experience. As the official Broadcaster for telecast of the Commonwealth Games 2010, the High Definition Television is in place, the Minister said. She added that Digitalization of the Broadcasting Services of Doordarshan/All India Radio and Cable Services, is one of the key thrust areas identified by the Ministry because of the “advantages digital mode offers in terms of efficient utilization of available spectrum, better quality of picture and services, various interactive and niche services and transparency above all.” Smt Soni noted that the trend worldwide has been to fix sunset dates for complete switch off of analog services. “While India as yet has not declared any sunset date for complete migration, it is now being increasingly felt that by 2017 we should also aim for complete switchover”, the Minister stated.
The Minister also announced that serious thought is being given to devise suitable policies for Mobile television. “With a view to incentivize the introduction of FM radio services in the North Eastern States, Jammu and Kashmir and island territories and to further liberalize the regulatory framework to provide for greater diversity of content and bring down operational costs, the Government is in the process of finalizing the FM Phase-III policy soon”, the Minister said. The Ministry also hopes to set up around 4000 Community Radio Stations in next three years the Minister announced. Distributing the annual BES Awards for Best Technological innovations, Smt Soni called upon the broadcasting industry to contribute not just in statistical figures for the economy but also contribute to a healthy socio-cultural growth of the society as a whole.
The 3 day international Expo and Conference proposes to discuss topical issues such as ‘innovative technologies for coverage of Commonwealth Games, HDTV and beyond; New technologies for Digital TV and Radio; Frequency Spectrum related issues under the theme of ‘Broadcast regulatory Issues’.

‘SCHEME FOR LEADERSHIP DEVELOPMENT OF MINORITY WOMEN’

(PIB NEWS)A target of 32,950 has been fixed for training women from the Minority communities under the ‘Scheme for Leadership Development of Minority Women’ during the remaining months of the current financial year. For this an outlay of Rs. 8 crore has been made. The Scheme will be implemented throughout the country with special focus on districts, blocks and towns/cities having a substantial minority population. During the next financial year a target to train 56,850 women with an outlay of more than Rs. 15 crore has been fixed. During the last fiscal of the 11th Five Year Plan i.e., during 2011-12 a total of 93,000 women, at a cost of over Rs. 25 crore, will be trained under this Scheme. Thus the total target under the ‘Scheme for Leadership Development of Minority Women’ for the remaining period of the 11th Plan is to train 1,82,800 women and the overall outlay will be slightly over Rs. 48 crore.

The ‘Scheme for Leadership Development of Minority Women’ was launched by Shri Salman Khurshid, Minister of Minority Affairs, here yesterday. It proposes to reach out to women through Non-Governmental Organizations / institutions who will be provided with financial support for conducting leadership development training in a village / locality and in residential government training institutes so that women are empowered and emboldened to move out of the confines of home and assume leadership roles in their neighbourhoods. This would enable them to assert their rights, collectively or individually.
